DUNDEE COMMUNITY HEALTH PARTNERSHIP COMMITTEE WORKPLAN
TERMS OF REFERENCE AND WORKPLAN FOR 2013/14
1. Introduction
This paper outlines the terms of reference for the Dundee CHP Committee (as approved by the Board, and contained within the NHS Tayside Code of Corporate Governance)and the Committee’s Work Plan for 2013/14.
2. Chairperson and Executive Lead
The Chairperson of the Dundee CHP Committee for 2013/14 is Angela Scott, Non Executive Member NHS Tayside Board. The Executive Lead Officer for this Committee is Mr David Lynch, General Manager, Dundee CHP.
3. Support Officer

4. Purpose of Group
The purpose of the Committee is to drive service improvement locally and to ensure the effective delivery of the functions devolved to the Community Health Partnership as described in the Scheme of Establishment for CHPs.

Persons attending in this capacity shall be entitled to speak but not to propose or second any motion or to vote.
6. Quorum
No business shall be transacted at a meeting of the group unless the following are present: Six members of the Committee at least one of whom shall be a non-executive member of NHS Tayside Board.
7. Frequency of Meetings
Meetings are held 6 times per annum. The dates schedule is as follows:

8. Remit
- Financial management of the delegated budgets in accordance with Tayside NHS Board of Corporate Governance and Local Scheme of Delegation to deliver on financial targets;
- Clinical Governance arrangements in accordance with the duty of care;
- Staff Governance arrangements in line with the Staff Governance Standard;
- Planning for the development, delivery and redesign of services and health improvement, working as part of integrated health and social care systems;
- To ensure that resources are directed to meet the needs of people in the CHP area as outlined in the CHP Plan.
- To ensure that services, including those which are hosted on behalf of NHS Tayside for the Tayside population, are supported and delivered in a fair and equitable manner and achieve the objectives of the Service.
- Integrated approach to involving staff, patients and the public in its work.
- To ensure that the benefits of effective partnership working are fully explored and developed with all partner agencies.
9. Authority
The Dundee CHP Committee is authorised by NHS Tayside Board to investigate any activity within its terms of reference, and in so doing, is authorised to seek any information it requires from any employee. In order to fulfil its remit, the CHP may obtain whatever professional advice it requires, and require Directors or other officers of the Board to attend meetings.
10. Reporting Arrangements
- The Community Health Partnership Committee reports to the Tayside NHS Board.
- Following a meeting of the Community Health Partnership Committee the minutes of that meeting should be presented at the next meeting of the Tayside NHS Board meeting.
- The Community Health Partnership Committee will annually and within three months of the start of the financial year, provide a work plan detailing the work to be taken forward by the Community Health Partnership Committee.
- The Community Health Partnership Committee will produce an Annual Report for presentation to the NHS Tayside Board. The Annual Report will describe the outcomes from the Committee during the year.

Minutes of meetings of the CHP Committee will be presented to the following meetings of Tayside NHS Board:
- 25 April 2013
- 22 June 2013
- 24 October 2013
- 05 December 2013
- 27 February 2014
11. Work Plan
At each meeting of Dundee CHP Committee, the following business shall be transacted:
- Minutes, Action Points and any matters arising from the previous meeting of the Committee
- Governance Issues, including Declarations of Interest
- Performance Issues including
- Financial Issues (Best Value)
- Performance Reports using “traffic light” system and updates on “hot spot” areas (Best value)
- Strategic Issues highlighting developments and proposals to support the implementation and improvement of health services throughout Dundee
On at least an annual basis, the Committee shall consider progress reports on
- Medicines Management
- Patient Safety, including Clinical Governance and Risk
- Long Term Conditions
- Primary Care Services
- Children’s Services
- Integrated Mental Health
- Health Improvement/Health Equity
- Older Peoples Services
- Substance Misuse Services
Annually the Committee shall consider and make recommendations to the Board where necessary, with regard to
- Approval of Terms of reference and a Work Plan for the Committee for the forthcoming year
- Reviewing its own performance and effectiveness
- Approval of Annual Report of Dundee CHP

Dundee CHP meeting as held bi-monthly on a Thursday at 2.00pm in the Board Room, Kings Cross, Dundee.
