Update on Reinforced Autoclaved Aerated Concrete (RAAC) in NHS Tayside

There have been reports in the media that some buildings in the NHS Estate across Scotland may have been constructed using Reinforced Autoclaved Aerated Concrete (RAAC). This material, which was widely in use between 1960 and 1980, was used mainly for components such as roof and floor planks. It is known to be weaker than other forms of concrete and its use was phased out in the 1990’s.

Following our last update of 25 September, on 2 to 4 October 2023, an independent contractor appointed by NHS Assure carried out surveys on buildings identified by NHS Tayside as potentially containing RAAC.

Following the surveys, the following locations were confirmed to contain RAAC:

    Kings Cross Health and Community Care Centre

    Ninewells Hospital Garage, Old Library, Laundry, Engineering Workshops & Boiler Room and Estates external storerooms (technically part of the Laundry, Engineering Workshops & Boiler Room).

The surveys did not report any concern that required immediate attention or relocation of services. We await the full findings report from the surveyors which will contain recommendations for any remedial action that needs to be taken. NHS Tayside will continue to monitor and maintain the affected areas whilst the final report is prepared.
