Property Department

The Property Department provides a range of services and support across a wide and diverse property portfolio to ensure statutory compliance and that the build environment is fit for purpose and managed effectively.

The Department is made up of a number of divisions supported by a centralised Admin function:-

Estates

The Estates Division ensures that its Buildings, Engineering Systems and Services (including Grounds and Specialist Services) support core operations and processes as well as contribute to NHS Tayside achieving its strategic objectives in changing conditions that matches the timescale for our transformational change programme.

New Works/Minor Works

The New Works Division of the Property Department deliver a large number of medium to major scale projects that deliver improvement or expansion to the existing estate and are delivered within the five year capital plan and other funding sources. The scope of such works can range from provision of additional facilities to support existing services or the delivery of entirely new facilities to allow for the expansion or enhancement of the wider service.

Smaller projects fall under the remit of the Minor Works Division. For example this can range from smaller non maintenance works eg shelving, whiteboards, keys etc up to minor alterations/refurbishment works.

Fire Safety

Reducing risk by achieving a fire safe environment is one of the most important and fundamental duties in Healthcare Premises.
The Fire Safety Advisor interfaces with all NHS Tayside staff. The large geographical spread of NHS Tayside premises varies from large multi-building Acute hospitals, to small single storey Health Centres. The obligation in terms of fire safety is the same for all sites.

The Fire Safety Department has the responsibility to ensure that NHS Tayside is informed so that it may fulfill its legal requirement in complying with Fire Safety legislation. Fire Safety Advisors provide specialist technical advice to NHS Tayside, senior managers and staff at all other levels on all aspects of fire safety.

The Fire Safety Department undertakes and reviews all Fire Risk Assessments throughout NHS Tayside and ensures that responsible persons are aware of the findings so that action can be taken to resolve these.

The Fire Safety Division facilitates and delivers mandatory and specialist training including Face to Face Fire Safety lectures, Evacuation Training and Fire Safety Duty Holder training

Fire Safety is the lead specialist for NHS Tayside on all fire safety guidance and advice relating to planned capital investment projects including new premises and renovations to existing premises.

Fire Safety ensure that the risk of fire is reduced to as low as reasonably practical by giving Fire Safety Advice, investigating known fires and assisting in the reduction of Unwanted Fire Signal activations.

Property Asset Management

The Property Asset Management Department are responsible for the strategic management of NHS Tayside’s land, buildings and other assets and seeks to optimise the effective utilisation of assets in terms of service benefits and financial returns. This is done through consultation and guidance with Scottish Government and other public sector organisations to produce an effective asset management approach to risk management and service continuity.

Our Property Portfolio incorporates facilities funded via different financial models, lease arrangements, rent reviews, rates re-evaluations, accommodation projects, property acquisitions and disposals, non operational and surplus property assets and marketing in accordance with local and national priorities outlined in the NHS Tayside’s clinical service strategies and Property Asset Management Strategy (PAMS) and in line with all Scottish Government regulatory requirement.

Quality, Environmental & Technical

NHS Tayside uses large amounts of energy in the course of delivering healthcare. We are committed to reducing energy consumption and CO2 emissions in line with national targets. For example, the new Energy Centre at Ninewells will help deliver efficiencies allowing us to meet these targets.

It is in everyone's interest to reduce the amount of energy we use as it has the effect of reducing harmful emissions and our carbon footprint.

NHS Tayside has an Energy Officer whose role includes reducing the energy consumption and carbon emissions within buildings across the NHS in Tayside, promoting energy efficiency and implementing energy efficiency projects.

Property Health & Safety Compliance

Health and Safety are critical aspects of the everyday work undertaken by all members of the Property Department. Through our day to day activities, the range of hazards that are routinely generated and controlled by our staff and contractors include major construction projects, chemical, electrical, working at height, pressure systems, hazardous gases & chemicals and working with dangerous machinery to name but a few.

The responsible and professional management of these hazards makes the NHS Tayside Property Department a safe place to work and as such a safe place for all staff, contractors, patients and visitors to our sites.

The Property Health & Safety Department is responsible for ensuring that there are simple and effective systems in place for managers and staff to employ and to ensure continual improvement of these systems through compliance monitoring.
