ACT (additional cost of teaching)

Medical ACT funding is provided to NHS Boards in Scotland to cover the additional costs of teaching undergraduate medical students.

In 2024/25 total Medical ACT funding amounted to £119.4m, of which NHS Tayside's allocation was £21.1m.

Allocation Model

NES distributes ACT funding to all NHS Boards in Scotland who are engaged in undergraduate teaching. 

The ACT funding is distributed using the ACT allocation model which distributes the funding to NHS Boards, using a two stage approach, based on the number of students and the amount of teaching activity within each Board.

A wide range of undergraduate teaching is funded by ACT including; clinical placements within hospital and primary care settings, as well as direct teaching activity such as lectures, tutorials and teaching within clinical skills centres. ACT funding also contributes to the infrastructure available to support teaching such as equipment, subscriptions and accommodation.

Use of Medical ACT Funding

All Medical ACT funding received by health boards requires to be spent in accordance with the NES guidelines for the use of Medical ACT funding (see below link). 

To facilitate this process in Tayside, a Local ACT Group with joint NHS Tayside and University of Dundee membership considers the spending of NHS Tayside’s ACT allocation. This then feeds into the Regional ACT Group where NES make decisions about the allocation of funds to appropriate activities that support undergraduate teaching and new teaching developments.
