NHS Tayside Whistleblowing Information

NHS Tayside supports and encourages an environment where its staff and anyone providing a service on its behalf can raise concerns about practices in their workplace.

The National Whistleblowing Policy for NHSScotland came into effect on 1st April 2021 and implements the National Whistleblowing Standards that apply to all providers of NHS services in Scotland.

Who can raise a concern?

Anyone who works (or has worked) in NHS Tayside can raise a concern. This includes employees, bank workers, agency and locum staff, students, trainees, self-employed staff working for and supervised by NHS Tayside, volunteers and anyone working within or supplying services to NHS Tayside premises.

How to raise a concern

In many cases, concerns can be resolved through informal conversations with colleagues and managers, and through ordinary or 'business as usual' processes. Where raising a concern informally is not an option, a concern can be raised in writing, by phone or in a face-to-face meeting with a line manager or a confidential contact.

Confidential Contacts

Confidential contacts are trained individuals with high levels of interpersonal skills who work with all levels of staff within NHS Tayside.  Confidential contacts provide a safe space for staff to discuss their concern as well as offering information and advice on the procedure for raising a concern, and the support available to staff during the process.

Confidential Contacts can be contacted by NHS Tayside staff, students, trainees and volunteers.  There are also two Board Confidential Contacts who, in addition to being a Confidential Contact, have specific expertise in Health and Social Care Partnerships and the work of independent contractors such as GPs, dentists, pharmacists and optometrists.

Judith has worked for NHS Tayside since 1988, when she graduated as a Podiatrist and has worked in various clinical roles throughout her career. In 2018, Judith took up a role within the Workforce Directorate, primarily to support the application of the Apprenticeship Programmes in NHS Tayside and the expansion of Career Development for young people.

Justine Williams, Lead Nurse for Transforming Roles and Non-Medical Prescribing

Justine started her nursing training in 2001 and has worked within Specialist Surgery at Ninewells Hospital and within various General Practices across Tayside. Justine trained as an Advanced Nurse Practitioner and currently supports the development of advanced nursing roles across the organisation as well as chairing the Non-Medical Prescribing Leads Group. Justine is committed to a person-centred approach to patient care and ensuring that practitioners have equitable opportunities to develop their knowledge and skills.

Sarah has worked within the Public Health Directorate in NHS Tayside since 2021. Prior to this, Sarah worked in multiple senior leadership roles in the Private Sector within retail and construction. Sarah graduated in Psychology and also has a postgraduate qualification in counselling. Sarah is committed to a person-centred approach and is always looking at ways to support improvement and development.

Dr Scott Jamieson, General Practitioner, Kirriemuir Medical Practice

Scott is a general practitioner at Kirriemuir Medical Practice. He began his medical career in Tayside in 2007 before serving overseas with the Royal Navy. In 2013, he returned to Tayside.

In addition to his role at the practice, Scott works in out-of-hours services, serves as the GP Lead for Primary Care in Tayside, is an External Expert Reviewer for SPSO/INWO and holds the position of Associate Medical Director for Angus Health and Social Care Partnership. His passion for improvement with breadth of experience and leadership are renowned.

Dr Paul Perry, NHS Lothian GP and Clinical Director for Digital, NHS Tayside

Paul has been a GP for 15 years and has held multiple senior NHS leadership roles over that time. Paul is currently the Clinical Director for Digital in NHS Tayside and an NHS Lothian GP.

Paul joined NHS Tayside in 2023 and his responsibilities include ensuring that digital technologies are clinically safe and meet the required regulatory requirements.

Guidance

NHS Tayside has developed guidance to support staff raising a concern and for managers who are responding to concerns.  The guidance is based on a framework provided by the Independent National Whistleblowing Officer (INWO).

NHS Tayside also has a dedicated confidential email address through which whistleblowing concerns can be raised - tay.whistleblowing@nhs.scot.  This mailbox is only accessed by the Whistleblowing Co-ordinator and the Whistleblowing Liaison Officer, who are both members of NHS Tayside's Whistleblowing Team.
